Foreign Birth Certificate

    Hi,
    Anyone have experience of getting a foreign birth cert authenticated for a civil ceremony. An Apostille stamp is required but the Philippines is not a signatory country yet. The documents can be authenticated by the Dept of Foreign Affairs in the Philippines .
    The Local marriage office here seems unsure ?
