Is the increase in the budget not supposed to be effective from tomorrow (1/1/13). Went to pay my tax online today and it is the increased rate. According to this government document it is effective from tomorrow. Did anyone pay their renewal this month for January at the 2012 rates?

Your disc is valid from tomorrow, so is the increase.
If you paid it before the budget was announced, you would pay old rate.

Its risen when your tax is up, not by date

I payed my road tax for 3 months 1 week after the budget and only payed 2012 rates. Maybe thats because I had the car signed off the road up to the 31/11/2012.

I am now covered from 1/12/2012-1/2/2013..Even though I payed the tax around mid December.

It is because your tax disc was from 1/12, op's disc starts tomorrow, so it is totally different.
