    hi,

I'm thinking of booking a flight from Dublin to Puerto Rico via Boston or New York. Question - if I have some 12 hours in Boston/NY before my connecting flight, can I do a city trip or am I obligated to stay in some sort of transfer zone?

as PuertoRico is US commonwealth, they have the same immigration rules as US, therefore I will have my ESTA and everything...

Nope, once you are in, you are in. You can head into town if you so wish.
