Taking an action against both contractor and architect

Currently in the midst of a difficult build.
    I am the client.
Contract is a blue form of RIAI's.
It is now apparent outstanding issues/poor work will not be resolved before Practical Completion cert is signed by architect.
Without going into specifics the cost to resolve would reach about 100k euro.
The issues are a combination of design failures and poor work by the contractor.

What are the options to pursue compensation?
    1) National Consumer Agency - does not seem to be knowledge in this area
    2) http://arbitration.ie/dispute-resolution-services
    3) Court action
    4) Is there any government organisation that represents the consumer interest in these types of situations?
    5) Other options?

Remaining anonymous is not an important consideration i.e. I would be willing to have this experience publicized. But obviously my top priority is to receive financial compensation to enable repairs to be carried out.
