I came home to find the attached neighbour (its a semi D) has had Satellite installed just above and to the right of his front down stairs window. (more or less on the line that divides the houses.

My wife saw them install it and asked them are they allowed put it there.
They told them they were as 2 houses on the road has it that way.

Now i know that they can not legally put it there as they require planning permission.

Do sky ever check the installs, do they issue guide lines?

Yes, planning permission is required at the front of the house and the onus is on the house owner to apply for it.

Without permission work shouldn't commence, do sky not inform there installers of this.

Nothing to do with Sky or the installers. As I said above it's incumbent on the property owner to ensure that all statutory regulations are being complied with.

In saying that I (personally) have never seen a planning application being made for erecting a satellite dish on a private house.

Is there not something in the regs that anything under a certain size is exempt, even so the neighbour & installer should have had enough cop on to place it so it doesn't interfere with a neighbour's property.

Anyhow......you won't even notice it after a while.

Could be worse & look like this.

    Satellite?blobcol=urlimagefile&blobheader=image%2Fjpeg&blobheadername1=Content-Disposition&blobheadervalue1=inline%3B+filename%3Ddigital-aerial-canvey-island-essex-starview-aerials-satellite-services-satellite-dishsatellites.jpg&blobkey=id&blobtable=UXImage&blobwhere=1329363808171&ssbinary=true&moddate=2012-02-17%2008:02:48

Yes, dishes up to 1 metre diameter placed at the side or rear of a house are exempt but not at the front though.

There's a handy little leaflet here about exempted development etc around the home and the issue of sat dishes is covered in Q.12

The official details of the exemptions contained in the 2001 Planning & Development Regulations can be viewed here. The appropriate exemption in respect of dishes is Class 4(b) which can be viewed on page 154

Cheers Muffler, wasn't 100% sure about regs on placing dishes at front of buildings.
An example of planning permission down my way led to the developer pre-installing Sky dishes on the chimneys of all the houses. Many were bought to be used by landlords as rental properties, the result was a huge amount of dishes for Polish,Russian, etc being stuck up everywhere and the Sky dishes not being used.So much for the planning permission.
