Is flooding expected?

Notice a few buildings were well sandbagged at Spanish Parade, the river wasn't overflowing, but high, and it's pelting down now. Were people expecting flooding (obviously some were).

Not going to happen you need strong gale force Southerly winds its not windy so no flooding
