What counts as customer notification?

    Three have recently decided to increase the price of their contracts and put this information on their website

    Under Regulation 14 of the European Communities (electronic communications networks and services)(Universal Service and Users’ rights) Regulations 2011 an operator shall, not less than one month prior to the date of implementation of any proposed modification, notify its subscribers to that service of the proposed modification in the conditions of the contract for that service, and their right to withdraw without penalty from such contract if they do not accept the modification.
    So does putting it on their website count as notification seeing as a lot of customers wouldn't see it there? Would they not have to send letters to their customers regarding this increase?

    Having had a quick look at the legislation it looks like the means of notification is up to the regulator but I'm struggling to see from ComReg what they specify should be done. Maybe email ComReg and ask them what counts as notification? I'd be surprised if it's anything other than direct written communication.

    It usually mentions the mode of notification in the t&c's when you are signing up to the package.

    It should really be a text to everyone on the network though but they obviously dont want the people who are looking to get out of the contract going!
