Hi, is there anyone that knows if private employers are obliged by some Act to keep records of existing payscales for all years? I am not speaking of general work conditions and payrate, I am speaking of payscales. Thanks

No there is no requirement to do so. Payment in the private sector generally is not on a predefined scale unless its an internal policy. Either way it's at the companies discretion if they have such a system in place.
