    Dear ADI

As you will be aware the new plastic Card licence will be introduced on 19th January 2013 here in Ireland as well as all European member states.

To assist with an orderly transition to the new plastic licence / Permit Motor Tax all driving licence applications received from the 12 January will be on the new plastic card type licence with an issue date of the 19th January. The new plastic licence will be produced in a standalone secure facility and therefore driving licences cannot be produced at local Motor Tax Offices. Therefore we strongly urge you to advise customers to obtain or renew their licence or permit ahead of 12th January if they need one during the week of the 14th January (first or renewal).

This may have important consequences for those wishing to undergo their practical driving test during this period so it is extremely important that they obtain their learner permit in good time. Equally anyone with a Driving Licence due for renewal during that period should also renew ahead of time to ensure continuity of entitlements.

    There are many changes to the rules about obtaining a Learner Permit / Driving Licence details of which are available from our website;

    http://www.rsa.ie/RSA/Learner-Drivers/New-Driver-Licensing-Rules-from-January-2013/

The issuing of Driving licences / Learner Permits will resume as normal from Monday 21st January 2013.

    Yours Sincerely,
    ______________________________

Email received today, may be of interest for anyone looking to obtain learner permit.

I wonder are the new licences going be manufactured here in Ireland or have the RSA out sourced it to a company in the UK like they did with the drivers digi cards.

further info emailed to ADI around the country today.....

    Dear ADI

I am writing to you to advise about changes to the driving licence service in the coming months that may be relevant to you and or your staff.

As you know, the fee for the driving licence increased recently. This was the first effective increase since 1989 and recognises the need for state services to pay their way. Over the coming weeks, there will also be significant changes in the way licences are delivered in Ireland. From 12 January 2013, all applications for a licence will get a plastic card licence, produced in a format that is both standardised and recognisable throughout the EU. This new licence will be the ‘best in class’ from a security point of view and, as it will be credit card sized, will be easier to carry.

To assist with an orderly transition to the new plastic licence, all applications received from the 12 January 2013 will issue in plastic card format. This licence will be produced in a standalone secure facility and therefore no driving licences can be produced in the Motor Tax Office. As such, over the counter licences will no longer be available after 12 January. Instead the licence or learner permit will be posted out to the applicant once he or she has applied to the Motor Tax Office.

The new plastic card licence will only be available to those who:

    · have passed their driving test and are applying for their first driving licence
    · are renewing their learner permit or driving licence
    · are exchanging a foreign driving licence for an Irish driving licence

As all old paper licences are valid for a maximum of 10 years, so it follows that all old paper licences should be replaced with a plastic card licence by 2023.

In addition to the introduction of the new licence, licence delivery will also be centralised and the Road Safety Authority (RSA) will become the licensing authority in January. Motor Tax Offices will continue to deliver the service until September 2013; after that, licences will be delivered by the RSA under the banner of the National Driver Licence Service (NDLS).

From 12 January there are also changes to some driver licensing rules on foot of an EU Directive, the most significant of which is that licences for trucks and buses will now last for five years instead of the current ten years.

Over the coming weeks, the RSA will be commencing a concerted public information campaign to alert road-users to the new service. In the meantime, you can get more information about the new plastic card and the licence changes at www.rsa.ie; alternatively, if you have a specific query you can email info@ndls.ie and you will get a prompt response.

The plastic for the licence I've been told was sourced from a EU country and that the transfer of details including pics name etc will be done here in Ireland.
As for the cost how they can charge 100% for the new format is a rip off and that there is no price reduction for people who drive bus&trucks, Considering their licence will only be valid for 5 years also, not that it affects myself but from January next the age limit for bus&truck goes up does anyone not think that's ageist?

Let's not forget the Motorcycle age is being increased from 18 to 24 for anyone wanting direct access for the full "A". Whereas currently you can pass at 18, wait out your 2 year restriction and have a full "A" at 20.

I have a Bike, Car and Truck licence and this 5 year renewal bullsh*t is a bloody disgrace. I don't have to renew until 2018 but I can only imagine how much it will cost then!

I've similar licences to you and about the same renewal date. But the bit below from the RSA says that truck and bus licences become 5 years in Jan, does that mean my licence expires next year even though it says 2018?

Can current license holders apply to get the new card next year even if their license is no due to expire?

You could if there was need to up grade the licence with a different category for example bus/truck motorbike etc,My licence is up next month but I will be renewing it this week to avail of the 10 year licence(paper one). In the event that I lost my licence and paid for a duplicate one they would still have to honour the expiry date of my lost licence which would be 2022,Even though my licence should only be for 5 years due to the categories on it.

I think they have missed a money making opportunity here as regards a fee for swapping the paper things for a sensible licence. Odd, when all the depts are supposed to be looking for ways to fleece the public.

I'd say if you did want to replace your licence they'll issue you with a CC type. They just don't want to advertise it as there's guaranteed to be teething trouble and if everyone tries to swap over it'd cause mayhem.

Sorry If I may have missed it but, how much will this new licence cost?

No Del. All licences are valid until expiry. So the 5 year renewal bullsh*t won't start until you have to renew your licence.

    €35 for LP
€35 to add a category or make any changes .i.e address, name etc...
€55 for a Full 10 year driving licence
    €55 Exchange a foreign licence

Let's face facts, the day of a stagnant price are long over. I have to renew in 2018 and every 5 years after that because I have a truck licence and I can only imagine how much it'll cost then  Welcome to Ireland.

I have a question regarding this change and the learners permit. If the learners permit is got on the 12th would this be on the new plastic scheme?

I handed in my old paper licence today and the guy behind the desk (Leopardstown Shopping Ctr.) grabbed it like it was gold plated. It was in one of those green leather folders and he had trouble getting it out, I offered to help but no, he wasn't letting go. It started to make me suspicious because it didn't expire until 12th. March, 2013. So I said "when does the new licence commence"? He mumbled something so, I asked again and he said "as of today 9th. Jan. NO, I WANT MY OLD ONE BACK. It was like talking to a wall. I started to loose the plot. I got all the "If you leave here now you'll have no licence etc. I demanded a supervisor. "You'll have to make a formal complaint". Which I did. "If you don't have your photo taken you will be leaving here without a licence. I had no choice. I'm Going up there again in then morning and it won't be pleasant.

I was not on the coke or booze. I don't do either. I was told by them that the commencement date is the day you apply even though there was two months left on my old licence. So, every application they will gain a month or two extra revenue. they also said when I kicked up a shindig that if I apply the day before expiration of the old licence that I may be without a licence for a period of time. Going to see what happens tomorrow. They are not far removed from the NCT with their crap.

I called to the NDLS at 0900 and they would not budge a inch re the commencement date. They are trying to get rid of the old licences ASAP. So I
asked why they don't tell customers that before they surrender the old licences. The best I could get was that they would do that. Throwing a fit wasn't going to do any good.

In fact, this is worse the NCT. If you get your test done a month early with the NCT the term of the certificate is still until 2 years (or 1 year) after the expiry of the previous term.

These guys seem worse than everyone. The passport people promise your the passport within 10 days, these guys seem to say "we'll do it when it suits us".

Are they still ten year licences?
1/120= .8% extra that's so if a licence cost 100 euro they make an extra 80cents. Did you walk up or drive up? Cause petrol was probably more.

  • Registered Users, Registered Users 2 Posts: 59 ✭✭patentseven

I drove up. It's miles away although you can get the luas there. Surprised it wasn't built in Sally Gap. Anyway, the rule of thumb to all is don't get you licence renewed until it is the DAY DUE FOR RENREWAL. Just make sure you have all the documents correct. Otherwise they will use anything they can to refuse renewal.

Ok so you did spend more money on petrol. Kind of shooting yourself in the foot there. Considering your whinging over a couple of cents

  • Registered Users, Registered Users 2 Posts: 59 ✭✭patentseven

I'm not whining over a few cents. I thought that the new licence would continue from the expiry date of the old licence. My main point is that they don't tell the people that. When you renew your car insurance in advance of the expiry date you are sent a new insurance cert continuing on from the old one.

What the hell has that got to do with anything?

You can not have two valid licences. That's the reason they cancel the original one.
