I think it's understood that, in casual conversation, when people say 'America' they are referring to the American government and more specifically its foreign policies.

You also kind of fall afoul of the point you're ham-fistedly trying to make - the US isn't monolithic, its people run the gamut of opinions on these subjects. Chastising someone for consuming American culture while being critical of its governments actions ignores that.
