    Hey,

I am a British expat living in Dublin and working a Trinity College. Anyway obviously I have applied for a PPS number which came yesterday on a letter through the mail, but today I got a smart/ID card thing with a hideous photo of me on it with the PPS number on it.

What exactly is the card for? Do I need it on me? Also will I need it when I register my car (I am VRT exempt)

It's primarily used as a form of id if you need to claim any social welfare benefits.

Most of the time for official related stuff you will just need your number (so not the card). But I think they are using the cards for some social welfare stuff now. If you aren't claiming welfare then you shouldn't need the card.

You guys probably just got shiny new ones with extra features. I have one of the old ones I got when I was 16 (no picture), it has been sitting in a drawer for the last 18 years or so unused.

The picture is likely a feature to help prevent welfare fraud when collecting payments.

Your PPS No is required when you have any business with state authorities. It ha been primarily used for social welfare claims, but it is now more a national idendity card. Now used for welfare, income tax, property tax, water tax, health services, VAT, etc.
