    normally they transport either donated organs or unusual patients (rear diseases that can't be treated locally, VIP patients etc.)

    there is no way you can count them as regular

    EDIT: I think you can also hire them if, let's say, a person close to you is stuck in a foreign country in a serious condition, if you don't trust that countries medical personnel etc.... you can only imagine the cost of transportation but there's always hope that insurers will pitch in if the right policy is bought..
