I would say level 8/ 9 depending on the qualification you do.

Coru lists the courses that will give you the NQSW and all are post grad with the exception of the level 8 hons degrees in SW in Trinity and UCC:
    05) What qualifications will be recognised by CORU for registration of social workers?
Once the approved qualifications for social workers bye-law is passed, CORU will recognise qualifications from the following courses:
    • Master of Social Work, University College Cork
    • Postgraduate Diploma in Social Work Studies, University College Cork
    • Master of Social Science (Social Work), University College Dublin
    • Graduate Diploma in Social Work, University College Dublin
    • Master in Social Work, University of Dublin, Trinity College
    • Postgraduate Diploma in Social Work, University of Dublin, Trinity College
    • Masters in Social Work, National University of Ireland Galway
    • Bachelor of Social Work, University College Cork
    • Bachelor in Social Studies, University of Dublin, Trinity College
    • The National Qualification in Social Work or the Certificate of Qualification in Social Work will be accepted for existing practitioners.
    • Also, if you are an existing practitioner and you hold a qualification obtained outside the State which has already been recognised by the National Social Work Qualifications Board, your qualification will be considered as a corresponding qualification and will be recognised by CORU when you apply to register as a Social Worker with us.
