Hi, just had an email from hertz car rental that my rental car was clocked in a camera back in June for doing 53km in a 40km zone. Hertz say they are charging me 95zl just for passing my details onto the polish authorities. This offence apparently happened 5 months ago. What are my rights? I've had no notification from polish authorities regarding this.
What's the time scales on notification for this.

Did you sign a rental agreement that stated in the terms and conditions that the rental company were well within their rights to pass your details on to the authorites, and charge you for the privilege?

If you didn't, then I would take it up with the highest powers in Hertz - straight to head office in the US.

If you did (and I strongly suspect that clause is in there somewhere), then I'd take it in the chin.

They have one year to issue ticket and if you do not agree with it they have extra year. After two years of incident you cannot be penalized any more. Once ticket is accepted, or court decides it is valid then there are three years to pay.

You will just get stung for the admin fee.

The Polish police will not bother sending a notice to Ireland. It will be filed in the too hard pile and forgotten about.

I picked up multiple tickets when in Poland with a hertz car, when I returning the car, I asked the guy in the hertz office about the tickets that would be coming, and he said not to worry, that they wouldn't pass my details to the police.

and I never heard a word about them

How would you have? The car is registered to Hertz so that's the only details the authorities have for the car. They contacted Hertz and Hertz contacted you.

It's more than likely that Hertz have paid the fines already, so they don't escalate any further. Hertz are now re-charging the amounts paid, along with an Admin Fee.

Don't work that way. Hire companies simply give over the hirer name to the police and that ends their involvement. It is then up to the police to follow it up if they wish. 99% of the time they don't bother.

The fine alone would be over 100ZL. Hertz don't pay speeding fines.

Similar to here then where you can't pay the fine without giving licence details. €20 ish is a failry steep admin charge then, but it's not absolutely ridiculous.

€20 would be normal enough. Many UK hire companies charge £25-30 in admin fees.

Because OP said that Hertz charged him for 95zl for passing his detail to Polish authorities. So they do have his details now, and they can fine him if they want to.

Which they are highly unlikely to do anything.

    That's very misleading.
AFAIR police (or any other authority in charge of this specific speed camera which took picture) have 1 months to issue the fine. If person accepts this fine, there is 7 days to pay it.
If 1 month time frame is exceeded, the only way to fine someone, is through court case. Obviously OP wouldn't need to attend court, but he would get court order to pay fine.

The only detail here is, that fine for being between 11-20 km/h over the speed limit (like OP) is 50zl to 100zl. (which equals to about 12 to 24 euro).
No one is going to start a court procedure to fine someone who is extremely unlikely to pay this fine, that's why OP didn't receive any fine so far, and I'm nearly sure he won't.

Hertz didn't pay this fine for sure.
    Why would they do that?
Authorities sent them speeding notice, and they responded with driver details.
That's the end of case for them.
