Does anyone know if there is any update on this proposed project. I'm a civil engineering student in D.I.T and was thinking of doing some research on the project as part of my thesis.

Afaik it's currently in the middle of the procurement process for engineering consultants. Planning/design won't start until after a consultant is appointed.
