Builder's finish - cost to complete?

Has anyone any idea how much it would it cost (roughly) to complete a 3bed semi purchasing it at builders finish? I imagine it depends on one's taste. Basic suits me.

How long is a piece of string?

It depends first of all on what state the builder has left it in. Are the electrics , plumbing and heating finished and working, have the electrician and gas fitter certified their work. Are the walls prepped for painting? Why is it being sold like this?
