This is what they use to make casts for injuries. You can buy packs of it in good craft stores, its like a bandage with chalky stuff on it, you then put LOADS of petroleum jelly/vaseline all over where you want casted, then cut long strips of the plaster of paris, and drip them in water, one at a time, shake off excess water and lay them strip by strip over the chosen area. Continue doing this, 2-3 layers depending. Lie down and wait until it harden for 20 mins. Gently take it off and lay to dry on newspaper for a few hours. When its fully hardened, paint it with adhesive glue and leave it solidify.

You can trim the messy edges with a good scissors if desired and then paint it and design it as you wish. It should be easy enough to make little holes to put straps in so you can hang it on your shoulders. Enjoy!

I did all this and it worked out well. :D

Just to let you know, this is about 3 years old now and I never got round to painting it plus, it has lost its sturdyness from moving house and bad storage (moved house 3 times). So, yours shouldn't be as flat, the round waist part should be round and solid.
