Rayburn cooker /heater

    I have recently moved into a new house with a Rayburn Heater/Cooker gas model. While it is great when it is up and runnign fully it does take a long time for this to kick in ( probably 40 mins). I have it on timer to come on when i am at work but my other half always turns the oven down at night time so while the heater is on we still have to wait to heat up the oven. She reckons the range uses more gas when the oven is on, i disagree. Can you some one tell me who is right??
