Peugeot 406 emission problem?

    I've got a 2ltr hdi 406 that just failed its nct on emissions. The limit on the smoke test was 3.0/m and the actual result was 5.78/m. I guess my main question is could a malfunctioning egr valve cause this reading to be so high?
    I ask this because the egr is permanently shut. The egr is brand new but its vacuum pipe has been disconnected due to a faulty control solenoid causing a constant vac being sent to the egr.
    So has anyone had any previous experience with blanked off mechanical egr valves causing high smoke readings?

    A blanked EGR will generally reduce the smoke reading.
