Alot of wildlife will get there by its own steam from diving beetle, dragonfly etc. species to various water plants. You can try to attract sedge warblers, moorhen etc. by building up cover in certain parts with emergent plant species like bull rush, common reed, marsh marigold, water crowfoot etc.. Frogs,Newts etc. will usually find their own way to a new site but you can speed things up by introducing spawn, tadpoles from areas that have a surplus and/or are in danger of becoming unsuiteable for these species due to drought, habitat destruction etc. I would also intoduce pond snails to keep algae under control.

Throwing in a bucket of water with a few stones and some mud from an existing pond can help get things moving. If yoiu've just filled your new pond with tap water, let it sit for a few weeks before you do anything. I've been planning to dig a pond for ages now and found a lot of useful info online.
