Magpie with Tarred Wings

Hi there, Just spotted a magpie on top of my apartment block who has been affected by some felt/tar maintenance on the flat felt roof. Its wings seem to be tarred and it can't fly down. Just wondering if theres anyone in Dublin who deals with this sort of thing? Thanks in advance
