buying a cctv kit

    my uncle house is beside a road but recently some people are dumping bags of rubbish into his garden in the early hours nearly every week, i looking to buy a cctv kit for him and have a friend who is sentient 4ch h.264 network dvr with ccd 420tvl 5 metres ir night vision camera.
    The thing is at night time when it on and a car is only few metres away from it doesnt show the reg number of it as its comes up white and need something that can get me the reg no of vehicles...
    do i need a more powerful camera or what?
    any advice at all much appreciated

    You will need something more specialist to ensure car registration recognition.

    You will need NPR( Number plate recognition) cameras
    Also would recommend fitting pir sensor lights and dont buy cheap cameras look on ebay and get the highest tvl you can afford as the higher the number the better the quality. eg 480tvl, 600tvl, 700tvl
