Located under "national news". No indication whatever that this is not anything to do with Ireland (as in the 26-counties)

Cynic sez: Is the Irish Independent just reprinting Press Association stories about the UK now without checking to see if they apply only to the UK (or, specifically, Norn Iron) or doing any editorial diligence whatsoever? It appears that they are. I realise that there are people who have particular views on which country should be ruling Northern Ireland and all that but it doesn't mention that it isn't the South/Republic of/just Ireland anywhere at all. Of course, this would have required effort.
    Drink-driver licence charge rises

Drink-drivers will have to pay even more to renew their licences under new price structures announced by the Environment Minister.

The cost of reissuing licences to disqualified drivers is going up by 60%, from £65 to £104.

Alex Attwood has also decided to increase the fee for obtaining a provisional licence - rising from £50 to £62.50. The cost of a standard licence renewal is going up from £20 to £30.

    [... - it continues]

I wouldn't mind if they were actually making some sort of political statement but this screams something that just came in on the wire and got popped on the web page by someone too lazy to check if Alex Attwood is the Irish Environment Minister (he's an MLA btw, which should be a giveaway) or check what country was being referred to (the £ sign should have been an indication there but the help is hard to come by).

Some of you won't be all that surprised at all, I guess. My optimism is my downfall.

Its a regular event and very annoying. Reading the 'Police chased' in reference to the PSNI! I think that the BelTel have shared a feed wit the Indo and nobody keeps an eye on it for those articles. (they even use the same CSS to mark up the section).
