If i file an item significantly not as described claim, and return merchandise to a vendor, can i ask for a straight refund?

Or will Paypal require that i accept a replacement?

Contact the seller and explain that the item is not as they advertised it, and that you would like to return it for a refund. Bear in mind that they do not have to refund the postage cost only the value of the item.
If they refuse, you can then open a Paypal dispute, but I think it has to be really significant before paypal will refund you.
Take a photo of said item so you have proof that it is not what was described. Also save the original ad/page.

I'm sure someone with experience of Paypal disputes will help you out here, I've normally come to an arrangement with the sellers. The only time I did open a dispute, Paypal sided with the seller.
