Nope, you can't get RTE/TV3 fta from satellite with a sky box without any subscription.
You need to point a dish at a different satellite to get Saorsat which has RTE (which is fta) but isn't trivial to do so.

They use sky box,fta uk channels, and get tv3, rte 1,2 etc on uhf aerial, of course uhf channels are being switched off in 1 month.
every apartment has 1 sky cable feed.

If they get the channels currently via an aerial then just hook up a Saorview box or TV instead and cancel the Sky subscription.

They will get the Irish channels via the Saorview box and a few free UK ones via the unsubscribed Sky box.

The current aerial should work for Saorview. Make sure Saorview works before cancelling Sky. Ther should be no need for an indoor aerial.
