Steel frame fixie fork problem.

I'm putting a fixie together from an old 70's Carlton 531 frame, its 21 1/2" which would suit me. However I can only get my hands on a threaded front fork of 22 1/2".

Is it possible to thread this fork to suit the smaller frame or can you get the later type threadless headsets and clamp stems to fit these frames?

the fork steerer may be butted with a thinner section in the middle, might not be a good idea to rethread below existing threads.
