    If only it was that simple and yes in the example we are talking about it is only a CAT 1 problem.

    CSS of 37 only affects CAT1 but you were talking about shooting your handicap and still getting 0.1 which can be other categories too.

    To be in any other category and shoot your handicap and get 0.1 there'd need to be a CSS of at least 39. When is that ever the case to be fair?

    That's correct, a CSS of 39pts does happen occasionally (from memory it happened twice at my home course this year), it happens when 50% or more of the field hit their buffer (SSS is used to calculate whether the buffer was hit or not).
    There aren't too many courses with an SSS of 39pts, but there is one 9 hole course close by with an SSS of 39pts, but to be fair it is quiet easy and another example is my home courses forward tees(or winter tees if you prefer) has an SSS of 40pts, so they are out there alright.
