does anyone know what these stones originally spelt out or any other history von them

They are from the base of Nelsons Pillar, that was blown up in 1966, they belong to the State through the Office of Public Works, which explains what they're doing in the Garden of Butler House, previously they were laid out in the yard of the Design Centre. If you look closely at them you'll see part of the metal, which held the Stones in Place.

trying to find a good photograph of the inscription on the base of the statue.

it must have been huge nelson's pillar.

It was ten metres taller than Canices tower, and you could also climb it.
