Silver (?) spoon

I came across this unusual spoon while sorting out a load of EPNS dross picked up at a carboot sale. It's unusual in that it appears to be silver rather than plate and yet there's no hallmark or, indeed, any mark at all. Given that it advertises a silversmith, perhaps it is some sort of sample? Anybody got any ideas? :)

Could it be a piece of "Hotel ware" ?

Not that we suspect you of being the culprit JD :)

    Is it soft ?

It came out of a car boot sale and I doubt it's hotel ware. I just find it strange that there's no markings whatsoever on it.
