You would say "attention seeker", but tbh you'd want to be a complete nutcase to risk blindness for the sake of a bloody tattoo.

Utterly painless, believe it or not. There are few if any nerve endings in the eye. Most eye pain is the result of damage or inflammation on the inside of the eyelid, socket or connective muscles.

That's not to say the experience itself isn't horrible, even if you can't feel it.
