Can't get out of Safe Mode?

My brother is having problems with his laptop, it was very slow despite having very little of the memory used on it. Used the Product Recovery disc and now can't disable safe mode. We tried typing msconfig into the start menu and clicking the Boot tab so we could uncheck safe mode but it's already unchecked. It's a Toshiba C660 and it's only 2 months old. Any solutions?

Pressing F8 should bring you to advanced boot menu.

is there a recovery ,restore mode program, in the start ,menu, programs, if so try that, it restores os ,programs from a hidden partition.
Note this will reformat drive c,deleting any music, photos you have saved on the laptop.
ie brings the laptop back to the day you opened the box, turned it on first,,like a factory restore.
my sony just has a recover vaio, restore option, program, in the start menu, ie i have no restore disk,cd, i used it once.
f8 should bring up menu, start in normal mode, or load safe mode.

We tried using the recovery disk that came with the laptop, is that the same thing? We did a system restore as well.

Usually it's a different option, like restoring from a factory/system image.

restore from image on hd usually restores everything, os,games, demos,
anything that was on laptop when you turn it on first day u got it.
cds can get damaged , or lost, most companys use hiidden partition ,image recovery nowadays.
A CD restore may just restore windows os .

Thanks for all the replies. He's brought it into a repair shop in Portlaoise. Should only cost about €50 to be fixed.
