    yes, especially by Three Ireland if the contract wasn't honoured, it could also be a phone which is involved in an insurance claim (i.e. listed as stolen)

    call your network and give them the imei of the phone you just bought, and ask them to associate it with your number. it may not prevent the previous network from blocking it if they want to, but it'll be harder.
