Laptop bad disk wont boot into Safe - how to retrieve files?

I have a Dell Inspiron 6000, quite old, running Windows 7. Pentium M chip.1280mb. It doesn't have a restore point as someone had to reformat it (and create another partition??) a couple of years ago.
It won't boot into Safe mode, System recovery options are going around in circles, just comes back with bad disk error or some such. Attempts to access Safe mode (tapping F8) now only gives me the option to Launch Start Up Repair (taking me to the System Recovery Screen) or Start Windows Normally- both of which take me to System Recovery options.
I knew hard disk was failing and did back up most of my files but there are some I would like to access as I am working on a research project and some of my research files are on it.
Could i use an ethernet cable to connect to the bad laptop from another laptop?
    What options have I?

Boot from a Linux Live CD (i.e. Knoppix) and copy your files to an external HDD (or USB stick if it isn't that much).

Of course can only backup files from sectors of the HDD that are not damaged.
