Is this practice even legal?

Sister went for a job interview with Intellicom Clonmel today. The whole process went something like this.

    Here's the same advert online.

    http://www.ccma.ie/vacancies/444/customer-care-representatives-intellicom.html

She saw ad in paper looking for staff and applied.
    Got called for interview today.
Was interviewed and given a test all type test.
Brought back in and told she was ideal for the job.

    Here's the crux.

The interviewer left the room and came back a few mins later and told her that to qualify for the job she had to be A. Unemployed for X number of weeks and B. had to be registered with FAS the same amount of time.

However...... If she didn't meet them criteria which by the way were not advertised on the job advert, she could do the 3 month training course with no pay and there may be a job at the end of it but no guarantee.

Now come on. I've worked in call centres before and I'm fairly sure this is momentum marketing under a different name who I did work for, but it doesn't take 3 months to train someone in cold calling and customer care. In momentum I got 3 days training and was pushed straight into it. I'm not belittling the job but this just stinks of exploitation in the highest possible form. I feel sorry for anyone who would do 3 months for free in the hope of getting a job and getting told there was no work at the end of it.

Is this practice even legal? I thought initially it might have been one of those ponzi "internship" things ( an exploit in itself but that's another argument ) but it isn't. Also FAS said they don't do courses for them but they are aware of them.
