Firstly, do you have voltage to the burner? (220-240v ac)
If not, problem is back on the stat, overheat stat, or controls (timeclock/room stats/mv's)

If you do have, is the red lockout light lit?
Yes, the press re-set and see if it starts

Further from that, if the motor does not star (but you can hear it buzzing)
Check the capacitor has the correct charge, remove the pump and check the drive shaft is free (if not pump has had it)
then check the motor turns freely, if not (if not motor has had it)

More than that, I would need more detail...

no the motors fine,,,the water is pushing away throught he system,,,,so this eliminates the heat stat situation too,,,theres loads of oil,,too,,,ive reset the stat,,,hit the lockout,,manual start buytton,,,,,noting,,,fan is running i think

Clean the eye of the burner.
Where the fuel is burned can get very dirty take the unit out clean inside boiler and bleed the fuel after just to make sure no air bubbles

If the fan is running (ie. the motor started) and it just runs and runs without actually firing up then it's 3 possible faults

    a) the photocell - to check remove it altogether and run the burner, it should fire after 12 seconds the lockout within 5 more seconds, if this happens with it removed, it's faulty, change it
    b) if thats ok, your going to have to check the resistance of the solenoid coil to check for correct ohms, if not correct or open circuit, replace
    c) if both above are ok, it's a control box problem, replace

Remember the above is based on a riello burner in constant pre-purge mode (i.e., motor runs on past 17 seconds without attempting to fire)

The 'eye' PHOTOCELL is dirty would cause the burner to go to lockout
A lack of oil would cause the burner to go to lockout

Neither of these are the issue the OP has reported?

If your photocell is getting dirty your boiler is incorrectly setup and not burning fuel efficiently, have is serviced by a qualified technician

One other, but rare one, is a faulty motor sending an incorrect voltage back to the control box (white cable). This will also lead to continuous running without going to lock out.

So rare I forget about it (50v on white wire)

Correct! I have only seen it happen once.

first make sure the noise u hear is a low hum from the motor not
the circulating pump if ur sure its motor noise remove fan cover housing
and assist motor by turning fan (be careful it may start suddenly)
use piece of wood not ur hands if it starts ur problem is most likely
motor capacitor if it doesnt den ur oil pump is most likely the problem

Or you could just test your capacitor with the correct test equipment, and keep your fingers attached to your hand!
