Digital Signage in a Shop Window

What is the story from a legal standpoint on putting signage up in a local shop window, Credit Union window etc. Is the fact that it is within the bounds oftheir property mean you don't need a special public licence like putting up a sign on the side of the road?

The council can make you apply for planning permission for lots of things but how you dress your window no chance. A monitor or TV on your window..... work away....
