Painting over Snowcem

    A couple of years ago I painted the exterior wall with Sandtex but this started to bubble and peel off. Wall has now been power washed but paint underneath is very powdery. Was going to apply stabiliser and repaint with Sandtex.

    Have now found out that wall was originally painted with Snowcem and would like advice as to whether stabiliser would solve the problem.
