Planning Exemptions

    In relation to domestic extensions and planning exemptions, can someone point me to the regulations that state that exempt developments can only occur after completion of the property / cannot be build at the initial build stage.

    it comes from the definition of a house
    “house” means a building or part of a building which is being or has been occupied as a dwelling or was provided for use as a dwelling but has not been occupied

    here

    you cannot extend a structure which isnt a house... and it aint a house till its finished ;)

    The exemptions are quite explicit when they state for example that "a house may be extended by blah blah blah" they do not state that "a house under construction" or "a partially built house" may be extended. :)
