    Short answer...No.
You cannot tax the car until it has been transfered into your name.
This does not mean that you must have received the VLC (log book), simply that the DoE in Shannon have processed the new owner details.....although you will normally receive the new VLC within a day or so of this.

As regards the back-tax, you are only liable for any tax due from the date of purchase.
Also for future reference, I normally take a mobile photo of both sides of the VLC (after filling it in) and get a receipt, even a home made one, from the seller. This is handy to have for cases like yours where the tax is out for a while.

On motortax.ie you can check if the change of ownership has been changed recently. Just enter the reg details.

Can you show an official source where this rule is stated?

    http://www.environ.ie/en/LocalGovernment/MotorTax/

From what I can see Motor Tax can be paid by anyone so long as they present the necessary details and funds, and the car is taxed in the same local authority area where it is normally kept (that would now be the new owners area).
Registering change of ownership is a separate procedure which is already in progess.

Form 100A has a section "Past Owner Period" to avoid arrears so perhaps proof of purchase, such as a sales receipt, would be suffice to show actual change in ownership.

See note C1 of the same 100A.
C.1 You MUST complete Section 1. Section 1 CANNOT be used to register a change of ownership of any kind - see Note B above. Enter the
name and address of the person in whose name the vehicle is to be licensed.
If the vehicle is not being licensed in the name of a person but
rather a trader / registered company special attention is required to ensure that the company name and not the trading name is used. The
company name must be the same as that stated on the company’s certification of registration ad will in most cases have “Limited” in the name. If
the trader is not a registered company, the form must be completed and signed in the name of a person.

    Also see C8.
C8 Section 8 -The signature on the application must be that of the owner of the vehicle (defined in Section 130 of the Finance Act, 1992 as the Keeper of the vehicle). In the case of companies registered under the Companies Act 1963, the signature must be that of the Managing Director or Secretary. Where a private firm is concerned, one of the partners’ signatures must be inserted.

you dont even need this. When the person behind the counter goes to tax it they see a new owner registered and the tax applicable is from that month only. arrears are then forgotten about.

But if like me and you bought the car on the 19th of a month ownership changed on the 24th and you go to tax it 2 weeks into the next month they will 100% try and charge you for the whole month you bought it in, so get a form 100a to make sure you are getting 3 months tax

You won't be able to tax it until the book is in your name, the tax office won't let you. If you bought it last week you're liable for tax since the 1st of August. You won't be in any trouble if you are stopped in the mean time, since you have until the 31st to pay it.

But, if it happens to be parked off the public road until the 1st of September then you can get your friendly local gardai to sign the form saying that you're not liable for this month's tax. If it's off the road, of course ;)

A friend of mine tried to get his car taxed in a different motor tax office (different county) to where the car is registered. He is living in US & his brother tried to tax his Cork based car in Meath. In the end I renewed it in Cork. So it is definitely true.

    And that's an official source ?????? A friend's Brother?
The truth is that some local authorities will take your money regardless of where the car is registered, and some won't.

No, I am telling you first hand of an actual experience I had at the beginning of August. His brother tried Meath & Louth Motor Tax offices & neither would take them hence me getting involved. This was less than 2 weeks ago
Have you had first hand experience of being able to tax a car in a county other than the county where the registered owner is?

If you red this government website it clearly states:
Please note, over-the-counter transactions must be carried out at the Motor Tax Office in the county in which the vehicle is ordinarily kept. Postal applications should also be made to the Motor Tax Office in the county in which the vehicle is ordinarily kept.

    http://www.environ.ie/en/LocalGovernment/MotorTax/

    Is that enough for you?

Sorry but that is not the truth. DCC will not accept payments for cars registered outside of Dublin in Dublin City Council Motor Tax Offices.
