Is there a way to install irish as the language on a phone?

    as opposed to the default english. such as an app? there is gael fón for samsung phones but i dont think it works for other phones

    No, not entirely but in iPhone if you go to Settings>General>International>Region Format and select 'Irish (Ireland)' it changes all the dates throughout the phone into Irish ie calenders, hom screen and any app where you use the date

    Afaik you should be able to get any Android phone to display in Irish. (I'd be surprised if Samsung had exclusively managed to keep the translation for themselves.

    I have my Samsung in Irish, everything, menus dictionary's settings the works, just change Language to Gaeilge, Apps however are different, you'll only get them in the language they were produced in.
