If a group of people, let's call them Group A, were spreading malicious rumours over a long period of time about Person B, causing third parties to threaten, intimidate, and harass Person B to a point where Person B felt unsafe and unhappy where they live and their quality of life and mental health were suffering. Is there a name for that and how would it be approached?

Defamation and/or harrassment. You should see a solicitor.

Not meaning to sound like a snob - sounds a bit like the people involved may not be in a position to pursue an expensive legal action.

FLAC would be useful ref the defamation and the Gardai if there is any intimidation / threats.

Legal Aid is not available in/for Defamation actions.

I've always wondered how that squares with Steele & Morris v UK?

They were defendants in that case representing themselves... against McDonalds! There is a huge difference really. I see your substantive point though.

I suppose adding Steele and Morris to Article 40 3 1 of our constitution it may very well be a good case.
