ive just bought new car and giving my old one to family member. Do I have to complete the change of ownership before they can get insurance to drive car?

No, as long as the're the legal owner they can insure it.

    That's bit confusing...

In general, insurance companies expect car to be registered at insured persons name, sometimes they allow it to be registered on spouses/partner name.
However it differes between insurers, so you might need to check.
In general though, you should fill in change of ownership form, to make sure your family member is fully insured.
