Does anyone know a place in the city center where you could get a document scanned and e-mailed to you i.e public library/shop etc

Reads of Nassau St. They do all sorts of printing, scanning etc. i am sure they would have no issue e-mailing the doc. to you after scanning it. they are cheap as chips also.
