    If someone has a GUI card does it also mean that they have an offical GUI handicap or can they be mutually exclusive?

    you get a GUI card with your GUI number when you join a club, however, if someone has let their membership of a club lapse or didn't renew they would still have the card but its has no use.

    The answer to the first part of your question is yes and no to the second part.

    The card is just his ID number in the central database and if a time comes for him to be awarded a handicap by his club, then the central database (GolfNet) gets uploaded this information.

    When a member is registered on GolfNet by his club, a card is issued for him (sent to the club sec) but he doesn't necessarily have or need a handicap. In fact he may never bother to get an official handicap (from his club) if he's not interested in playing competitions.
    The card is just his ID number in the central database and if a time comes for him to be awarded a handicap by his club, then the central database (GolfNet) gets uploaded this information.
    Yes but in that scenario the card is essentially useless.
