Pressure Flow problem on pressuried water system

My DHW & cold water supply into the house is all fed from a 0.95kw/ 1.2HP vertical submersible pump from a large rain water tank with mains topup. Going through filters & a UV this splits directly into
    (1) the pressurised cold water system &
    (2) also into a solar buffer tank for heating ( but not storage ) & then directly into the hot water system in the house.
When I changed the filters recently the system flowrates greatly improved but are still imbalanced.

There is a small ( knee height) expansion tank beside the pressure sensor near the UV.
All the sanitary fittings are pressurised fittings. The equipment is all located in an external garage.

Thing is that we are getting 15lt/min out of the cold shower taps in the house & only about <10lt/min for hot water. If I open a hot tap in a bathroom , then the flow of hot water to the shower drops considerably ( but not the cold when I open the cold tap).

Is this a weird set up?
Would I better off putting in a break tank with a high pressure pump( M
Q45 or similar) in order to get the steady flow, or does it sound like is something else is wrong?
The vertical pump is capable of delivering high pressure, but it runs for a short time & then cuts out once the pressure set point is reached
Or would an expansion vessel on the hot water loop inside the house do a similar job?

Any advice on set up or ideas greatly appreciated
