A French married couple have move to carlow.
They are only staying for a month in the house so they will not have any bills in their names.
They are two doctors who are going to work in ireland but the registration process has not being complete.
They called in to ulster bank (meant to be linked to their frnech bank) but the girl was of no help.
They have no proof of address per say other than the contract for the house which is only from a private landlord so not very official.

Coudl you please advise what would they require to open up bank account and how would they go about getting it

Banks normally have official AML (anti money laundering) requirements and unofficial/specific AML requirements to deal with situations like the above.

Ring, or drop into, all/any of the 5 domestic clearing banks, and ask what proof of ID/address they would accept in the given circumstances.

BTW, RBS (Ulster) have no ownership link to any French bank.

Permanent TSB will accept health/household/motor insurance policy.
If they are really stuck and need account, i would suggest purchasing health insurance, and use those documents to open an account.

Some banks accept PPS letters - AIB did in the past, worth to ask.

I was having the same problem when i moved to Ireland - PPS letter worked in Halifax - sadly they are no longer here.

Have a look online - they list documents they accept for proof of address.
It can be done. Good luck.

They have just moved over. they would not have any irish documentation. They would not have any proof of address. other than the letter from the private landlord .

Would their french identification be enough? how or where would be the quickest/cheapest way to get a proof of address sign up for a phone etc?

Signing up for a phone would not generally produce a bill quick enough.

Purchasing insurance would be the quickest way to get something thru the letterbox.

They will need one in order to open an account. If they are about to start working here they may want to apply for PPS number anyway - You don't need to have actual job to get one...

Health insurance is the cheapest and easiest option. You will receive policy documents next day/couple of days. Open an account, and - if for any reason they don't need policy for any longer - cancel it.

Not sure if there is a cooling off period for health insurance, but if there is, then you can cancel without any charges, and initial premium would be refunded.
