holding mobile phone

    Hi guys

    I just checked my mobile phone for messages when stopped at traffic lights. A passing garda car in ongoing traffic in the other lane beeped at me to put the phone away and drove on. Just wondering if there could be any comeback regarding points since she didn't stop me. I'm sure you have to be stopped to be issued with penalty points for an offence like this ?
