Why would an Insurance firm offer portion of policy

Is there any legal reason why an insurance company would offer portion of policy, as opposed to paying full amount.

In my non legal head, it says to me, they are accepting they Should pay out, but want to just offer smaller portion and hope I go away?

Thanks in advance for any opinions.

Can you give some of the context as there could be a reason within the detail of the claim

Might they be applying the average clause?

Might the insured have acted in a less than honest / prudent / careful manner and contributed to their own loss.

Are they paying the market value of the car, as opposed to what you think it's worth?

I love these non-hypothetical hypotheticals that don't have any info in them in the hopes of making them sound vaguely hypothetical :D

    Have you included your excess?
