my husband's second learner permit expired in august 2011. i got the form to renew it but it says to apply for a 3rd learner permit he has to supply evidence of having sat a driving test or have a driving test coming up.

can you apply for a test without a valid learners permit? its a bit of a catch 22.

Yes, because all you need is the Driver number to book a test and this number never changes with each subsequent LP. Once you have your test book either print the confirmation letter or wait until it's posted and you can submit this with all the necessary forms to get a 3rd LP.

Thanks for this, I was just about to post the same question for a friend of mine.I was unsure as I'd never had the issue myself.

How long does it generally take to issue a permit? Can't remember myself, I'm applying for my third and have another test coming up so don't want to be out of the car for too long.
