US JOBS Act, Crowdfunding and the SEC

For those of you keeping abreast with US law, Obama signed in the JOBS act (Jumpstart our Business Startups) a couple of weeks ago. Part of the act allows for equity to be sold via crowdfunding.

Previously this was prohibited by the Securities and Exchange commission's rule that all equity sales had to be registered with them.

I was wondering if anyone could tell me what body or law regulates such transactions in Ireland? And other countries for that matter. The international community hardly just follows the US SEC.
